AI for building permits – Use cases, prototypes and practical insights

The building permit procedure is a complex administrative process. The application of numerous building regulations is challenging, with incomplete or incorrect building applications adding to the workload. This poses considerable challenges for municipalities, specialist agencies and applicants.

This sandbox project investigated the use of artificial intelligence (AI) to optimize the building permit process and reduce the workload of those involved. Together with practice and technology partners, the Office for Economy of the Canton of Zurich tested specific AI use cases and carried out a systematic AI analysis.

The analysis focused on evaluating the current capabilities of different AI models and showed significant differences in the consistency and quality of the results, especially in the interpretation of plan representations. The development of the prototype for AI in the notification process (e.g. for solar systems, heat pumps or charging stations) showed that rule-based systems achieve high efficiency gains, while AI-supported preliminary checks provide additional added value.

The report makes a contribution to the future use of AI in building permits. It shows where AI can provide concrete support today, where rule-based solutions are preferable and where practical limits currently exist. At the same time, he makes it clear why technological innovation must always be further developed in the context of legal, organizational and institutional framework conditions.
