Zühlke to digitise justice in the canton of Zurich

Schlieren ZH/Zurich – Zühlke has been commissioned by the Canton of Zurich to implement the Helium project. This initiative aims to make case management in the eight cantonal public prosecutor’s offices paperless. Zühlke is building on his experience with the national digitisation project Justitia.Swiss.

(CONNECT) Zühlke Engineering AG will implement the Helium digitization project of the Canton of Zurich. The Schlieren-based IT service provider has announced that it has won the tender.

With this transformation initiative, the canton intends to convert case management in its eight public prosecutor's offices from paper files to digital documents. This programme is designed to enable over 1000 law enforcement and court professionals to work seamlessly on a single platform tailored to their needs. The changeover also relates to the legal aid information system, a database in which information on the public prosecutor's office's cases is stored and managed.

The canton launched the tender in November 2024. In the public procurement information system (Simap), the contract term for the Helium project is specified as 1.8.2025 to 30.7.2038. The government estimates the total costs at a good 117 million francs. "Building on our experience with Justitia.Swiss, this project reflects our commitment to developing solutions that are both technically robust and people-oriented," said Zühlke in the press release.

In July 2022, Zühlke was awarded the contract to develop the national justice platform Justitia.Swiss as part of the Justitia 4.0 project. The Justitia.Swiss platform will be the central digital justice platform for legal transactions in Switzerland. As with Helium, Justitia.Swiss will replace the specialist applications currently used by the judicial authorities, transfer them to the new solution and manage the files electronically.

Justitia.Swiss is currently in the test phase and is expected to go live in the second half of 2026. A transitional period of five years is planned thereafter. The new Helium business administration system of the Canton of Zurich will also be available in time for the launch of Justitia.Swiss. ce/mm
